That is what I am pulling for. Think about it. He was in charge of Krennic and totally showed him up and was obviously above Thrawn. He was the most powerful non force-wielder in the Empire and if you read the Tarkin book he was a total beast. I'd love to see him beefed up.

Yes, the Admirals were below the Moffs, and Tarkin was the lone Grand Moff.
