Currently I have teebo lvl X with scanner and all mods for potency but I can't get him higher then 55%

- Get +24% potency on your cross mod. And +potency secondaries on yiur other mods.
- Don't just look for Speed Secondaries, Try to get Potency Secondaries. You can get +10% potency in secondary I think. I would consider +%5 potency as high end.

- Try to get him above 75% for Rancor and P3 HAAT, the higher the better. It is possible to get him above 90% with mod secondaries.
- On a side note:
If you use a toon, that can inflict tenacity down on caotain/Rancor, that will also help your TM removal land.
