Teebo turn meter

Question

Hello I have a question about teebos ability, when stealthed teebo has a chance to remove turn meter from the enemy. If I increase potency with mods will that increase teebos chance of inflicting the loss of turn meter or is there another attribute which determines the frequency of this?

potency is all to increase.only other thing to help, is speed giving him more chance to inflict.  pair with EE to speed up, or chirpa.

When he has stealth he attempts to reduce turn meter, but the little number is how much is reduced, not the chance. Turn meter reduction can be Resisted, this chance is based off enemy tenticy, but reduced by Teebos potentcy. The other part of this is enemy tenticy
