this was a good read.. my 2 cents.
when tenacity up was designed they had a choice to increase tenacity % by a reasonable amount but they went with full immunity. That is not entirely a bad thing but it closed the door to its natural opposite potency up, as potency up did just that, then a % increase doesnt quite compare. So now potency and tenacity leads were moved to the sidelines as a side effect (still has their uses)
That alone prevented many setups to come into being with squads that were loaded with potency vs squads loaded with tenacity.. and make it a stats battle.
So now then the strat that has the best results for you to play debuffs is to add a dispeler to get rid of the tenacity up.
Now as mechanics are most probably already set in stone when there are combos of a cleanse + apply tenacity up.. most logical counter will be dispel + apply desired debuff skill. think b2 or dt granade.
it will be more natural to add skills that dispel + debuff than to add this cant resist and immune shenanigans. Leave those to really special characters.
And lastly imo tenacity up will not kill this game
