Yes of course. I should know, I was running Empire and I remember gradually losing it against the Sith teams. I'm actually not sure why cleanse and tenacity are much of a problem to Siths. They do debuffs, but that's not their main bread & butter like Empire (well, it is to Palp, which runs for both). Unless... (see below)

It's not Drain Force, it's Annihilate. Well, they're related: the DN on the Sith side will Drain Force against a wall of Tenacity Up and score 2 or 3 (countdown on Annihilate, and effectively ability block), while the one on the cleansers side will hit 5/5 debuffed (by health down if nothing else) toons, and so will Annihilate before the Sith one.
