Don't bother complaining about Tenacity Up, they've driven themselves into a Design corner with how it's currently working and can only power creep by designing abilities that cannot be resisted I.e. Cooldown Increase and Fracture. Just prepare to farm up the next character with similar abilities and send Tenacity Up the way of the dodo. At least until they start designing Total Debuff Immunity like FAT's total immunity to DOTs but on steroids.

So here's a summary of this whole discussion:
When this becomes OP, we're simply back to square 1.
The part that I think was over the top (but you're right, not to the point of killing the game, since it already moved on to step 3) is that the Tenacity Up made (and will make even more, as it becomes more widely available) quite a few collateral damage:
- The whole tenacity vs. potency equation (which honestly never quite worked)
- Half of the available (old) toons who somehow use mild debuffs, including...
- Termal Detonators and Scoundrels, as if they needed it,
- Tenacity mods
- ... and therefore, Potency ones (at least in Arena)
- The whole idea that I can tweak tenacity / potency on a character level: now it's all or nothing.
