Can someone explain why the devs cant get tenacity to work correctly? If i have rex at 80% and you get a built in resistance of 15% then I should only get debuffed 5% of the time. or if the ot...

How it works: Chance to resist = max(tenacity - potency, 15%);
How it should work (with correct balance of stats): Chance to land debuff = min(potency - tenacity, 85%)
Either way would require a rebalance of stats to be effective. Far too many toons are potency strong where the majority of toons are too tenacity weak to make any difference in the arena. potency vs tenacity is more a PVE stat.
