Terrible drop rates or bad luck?

I don't think poor drop rates is just on these specific characters, overall all drop for character shard and ship shards are absolutely awful. The amount of times I roll and get zip to the point that utter diabolical swear words escape me, I really do wonder how much that ultimately puts off or makes people quit the game. 

For example - double drop events hardily seem like a thing to be excited about sadly because the drop rate % mostly means people in the main know their going to get very little out of it. Great for Whalers of course, for most mixed bag I'd say.
