I guess your definition of meta is more like how many times a fleet can hold against other fleets defensively in autoplay mode... in this sense yeah, maybe Chimera is second worst.
But then it's not really relevant, because usually there is human interaction involved in this game. One way or the other... Sure some humans might play worse than the AI in auto mode..
