As I have already stated, you need to change the time zone before you create the account. Once you have created the account, there is NO WAY to change its time zone.
It doesn't matter if you've installed the game before, just need to change the time zone BEFORE account creation. Try it for yourself now, change the time zone first, then create a brand new account.
