Unfortunately there are too many retaliation mechanics in arena and GW to make a viable Lando-centric strategy. But he is useful in PvE for exactly the reasons you've mentioned.
Ackbar and Jyn can feed a Wedge-lead Lando lots of extra uses of his AoE attack, and of course, Wedge's leadership generates great tm gains.
