You should notice that raid bosses don't get TM removal but -50% speed instead which can't be resisted. In that case they get slowed down while Thrawn can lose TM to extend the duration of Fracture. It can be resisted. And only works on raid bosses not immune to TMR to begin with. So, practically, we're talking Pit raid and P1/3 of Tank.

Nihilus and traya can lose tm.

They can, yes, but every time you hit them, they gain massive amounts of tenacity. And Thrawn hits them four times to fracture them. So, in practice, you can't really remove their TM with this ability.

Any effects from Fracture can't be resisted, so tenacity gain is irrelevant and Fracture removes TM from them just fine.

He's talking about after they're fractured. Nihilus gains +50% Tenacity each time he's hit. So after you've fractured him he has +200% tenacity and you won't be able to remove any more TM with the Ebb and Flow zeta upgrade. Same thing applies to traya unless she's toppled. So it's only practical uses are for the Pit, and P1/P3 of the tank raid. I mean theoretically you could bring an Empire team into P4 of the sith raid, and then Fracture Nihilus, let him take a turn and then just spam specials on Sion and have it remove TM from Nihilus... but that's still not practical.
