Unsure if this is WAI, but is Traya meant to be able to place thermal detonators on the enemy, if one is on your team?

In general, no Treya is not meant to place thermal detonators on enemies.
What team were you facing? A Zam lead allows Bounty Hunter allies to place thermal detonators using a special, perhaps you missaw?
