Vader Basic VS. Rogue One

Question

So Darth Vader’s basic reads “80% chance to ability block. Jedi and Rebels cannot evade or resist the effects of this attack” so naturally I used him against a Rogue One squad, because they are all rebels and get destroyed by EP, Vader, etc.
Nope. Rogue one is apparently not rebels in the eyes of Vader’s basic.
Is that some cool mechanic or is it not WAI

Still 20% chance to not attempt to apply ability block. They only can't resist it if he attempts to apply it.

I could just have the WORST luck with applying ability block, but it only happens to rogue one. I’ll constantly ability block other Rebels, Jedi, other Sith, empire, FO, etc with NO problem at essentially 100% rate. The game must just hate me vs rogue one

I’m depends on the rogue one characters you’re facing but they might have pretty decent tenacity levels on their characters.
