CG already fixed a previous bug because of his (and EP's) two factions... so again, what is it this time? I zeta'd him as my first a while back so this is of interest to me.
Basically, his TM removal stacks as you move through the phases. This is easily reproducible and very obvious if you watch the Rancor's TM in phases 3 and 4.

As I clearly stated directly above your comment, the TMR amount is stacking as you progress, so that by the time you hit p4 Empire/Sith are removing around 60-80% TM instead of 20%. Not sure if it stacks chance as well. But lots of details in the thread I linked.
