1 point, many players invest resources on game play, received from the community, friends, guild mates.
I do not believe, many have time to research every characters code base to assess bugs.
does that make sense?
Take another example, I never have asked a doctor for a degree, GPA, university.

It's not a nerf. The ability has always said 50% chance to remove 20% TM. It will still do exactly that.
