I had the same with bossk - took him to g9 and then I had everything to get to 10 and then again everything to get to 11. I had been trying to stockpile gear for JTR though (had to spend it when OT chewbacca became a thing).
Also I think Talia I remember being able to take up to 10/11 immediately. It's always a nice surprise.
