Visas Marr - Where is she useful...or is she not useful?

Now that Visas is farmable I've been building her up slowly. I tried her as my healer in STR T4 for my Wiggs team but she didn't make much difference (was using JC previously). So now I'm wondering ...

Could it be that she is either NOT at full health or is suffering a debuff when these two "bugs" show up? As those are the restrictions on her Omega/Zeta. Can't be bugs if the game is working as intended.
