Not at all. You can only conclude from the text of the omicron that this was the intent. I am not that smart of a player and I saw the kit as a SEE clean-up counter instantly when I read it. You have to ask, "What enemies did they have in mind for 1v1 scenarios the kit specifies?" "What characters do you encounter vs 1 that are worthy of an omicron-powered counter?" 1st 2 that popped in my head were SEE and Rey.
