I agreed with you up until that point. Yes, Padme is an important character, and its surprising she hasn't yet made the cut despite the one-offs. But while she was key to Anakin's fall, her contribution to creating the Empire is nil compared to Anakin and Palpatine.

What's more, Leia is far and away a more iconic character and was far more key to the creation of the Rebellion and the downfall of the Empire than Padme was in creating either.

There are already characters that have no affiliation besides Light/Dark side and intended role (Attacker, support, etc.). Namely, Coruscant Underworld Police and Ugnaught.

These characters set the precedent, and to the OP's credit, it is bizarre that they made the cut ahead of many more iconic characters. R2-D2, anyone? How about Bossk, Mother Talzin, General Hux or any of the Star Wars: Rebels characters. I'd definitely take a Destroyer Droid over either of those two as well. But don't let that discussion hijack the thread too much ;P

Go into ships menu and you'll see that R2-d2 and other droids are being put in a future update as essentially mods for ships. Also You forgot Aura Sing (Lmao).

But If you want to view this situation illogically and judge characters by their actions INSTEAD of what they cause mentally, socially, or politically, then Leia Is BY FAR superior to Padme.
