I don't find him that bad. Yeah, he's no FOTP or Poe, but he seems decent at what he does. The fact that people aren't crying out for him to be nerfed means he's probably doing his job the way he's supposed to. He's definitely not useless either (looking at you knight guardian), that stun has been vital for me in GW. To sum up, just because he's not rad doesn't mean he's not useful
