What are the best mods for general tankiness?

A lot of people underestimate defense type mods. You can do some pretty good theory crafting that works with defense and tenacity. Mitigating damage almost always out-performs health. The exceptions are mechanics like Daka's, and even then I haven't done the math but made an assumption. Daka will stack health regardless. So is her stacked healthpile even more insane if she is at 50% armor? Probably. I imagine getting Daka 300 speed with 50% armor and 60 tenacity is probably scarier than any health-modded Daka
