What chars will always be meta?
Someone like Nihilus for example will always be a valuable char to have in your team. Who else could always have a place in any meta?

Well, you won't use Nihilus, if there are five chars immune against cooldown increases, when 2 or 3 of them also get 100tm no matter what, when an enemy toon tries to increase cd's.
Or if 2 of them have single target fracture and aoe fracture and/or immunity against instant death abilities.
Etc....
For the moment, yeah, there are meta toons. But always meta? Nope
