The simple way to think of it is its just like ships. Each ship (character) gets a unique bonus activated when attacking an enemy with TL. Biggs calls an ally to assist. JC gives Defense up to a random ally. Cassian gains extra TM, etc.
So TL is basically a generic "unlock" for certain abilities on different characters.
