What is the best Palpatine lead team: Mix-match with non-synergy characters or full Empire-Sith team

I am finding that a mix and match team may be best also but that team includes Palp, a gear 10, 6star max ability Vader and RG. I have tried Tarkin, there isn't enough there with him to make him work in high in arena. Anakin and Aayla are what my team is now, because they are maxed. I will switch to Anakin and STH when STH gets 22 more stun cuffs.
