I guess, there is no best...it depends on what you need or what you want to do.
For me, I run Ghost followed by Phantom. Starting is Biggs, Tie Adv, ITF.
Utility reinforcements are Cassian and Poe.
Thanks for the comment. I just looked and my most recent team is Biggs, Tie Advance, Tie Silencer to start and then Slave One, Ghost, Phantom and Poe. Ghost and Phantom seem a bit underwhelming unless you level their reinforcements IMO. If I don't level them I feel like I'm gonna pull them for something like.....Clone Srgt, Cassian, Poe and a 4th like Slave One or 5's Umbaran . I've also flirted with the idea of moving Vaders Tie Advanced to reinforcements and putting Bistans U-wing with that Target lock into my starting 2 as he'll get a damage boost being a rebel when I call that initial double assist from AA ship ability.
