Which Rebel is most Important to Gear Up
my Wedge Lando and Biggs are all G-8 and all close to G-9 who should my focus be on. Which one should be geared up first since they share some of the same gear?

I would gear the first one based on your experience of who needs it more. When you play in arena, does there seem to be a weak link? Gear up that toon so they get more health and protection. If there are no real weak links, I say gear up the one who does the most damage first.
ETA: That being said, Wedge seems to be super powerful so he might be a good choice, but keep in mind that moving Lando up a gear level could give him more speed.
