Who is an ideal substitute until I get thrawn?

Thrawn doesn't really have a replacement :/ his kit is incredible but I've found he has a similar role to FOO in a FO team: grants TM, prevents others from going and a lot of control; FOO can give TM and tenacity up, reduce cooldowns and enemy TM with pining shot, and has a high crit chance basic with increased crit damage :) I know this might not help too much but thrawn is difficult to compare to any other character

Just a train of thought, if your goal is to "stun" a character Han Solo might help in that aspect, but like others have said if you want that TM manipulation as well he really does not have any comparable replacements. Just thought I would give you an idea to play around with.
Thanks for the reply, I haven't yet unlocked Han Solo but I would definitely love to incorporate him into the team when I get him
