Why can some “always successful” moves be resisted and others can’t?

Can someone explain this to me? Why doesn’t Luke always stun when the enemy has defense down (no they didn’t have tenacity up)? Why doesn’t Vader’s ship always remove 100% turn meter when the ...

Really? So characters like bb8 will always apply tenacity down?
