Why does BSF dodge Chewbacca so much

I'm going to assume you mean in the first salvo from han in which case: han shoots and can't be evaded, chewie assists which is evaded from forsight (given from bsf zeta), then han does his second shot for another can't be evaded hit.
Abilities that can't be evaded do not clear forsight.

But it lands sometimes. That's why I don't think it is that mechanic.

Not everyone has the zeta that grands foresight on their BSF.

Except ahsokas basic .I think that can't be evaded and clears buffs, seems to be doing both when I use her in a clone team or padme

Yes as I stated " and clears buffs " . The point is that there are abilities that can't be evaded and clears foresight.
