Why doesn't Aphra go first in this Conquest?

That's 100% turn meter at the start of battle. But DR, FO, and GG squads are all going first, even when she's at 100% stamina. I can understand Han and Wat going first, but I don't understand why these other squads are going first.
The last Conquest she still went first even at 10% stamina. Is she not working as intended in this Conquest?
If DR got HK, and you got entrenched, it will block turn meter gain
