Yea I agree, they did it for lots of different reasons, as you stated above, But I do think one of reasons and benefits is for the new player coming into the game. It's a big turnoff for new players to see some amazing characters they cant get and wont be able to get for a very long time. Now they have two legendary characters who they can easily acquire by farming the phoenix squad which is a pretty easy farm. And the squad will be useful for them until they get around lv 70 or so, then again depends on their shard. And hopefully the ships become farm-able too
