Do not zeta him until you're ready to use him exclusively in Padme squads while playing GAC and TW.
If you are going to use him in Padme squads in those 2 events right now, then by definition your Padme is ready enough, and you should drop the zeta.
Bottom line, if your Padme isn't usable, why waste the zeta? If your Padme is usable and you're going to actually use her in competition in PvP events, why would you use her without giving her every advantage you're capable of giving her?
So it's up to you. Are you actually using Padme yet? (Me, I don't use or zeta toons below g9, but that's a personal preference, not advice)
