Is Everyone else having this same issue. I am way OP on teams I am trying to beat, they will have a sliver of life and no one will go down

There have been dozens and dozens of threads about this, with the solution posted many times.
Have a read of the data disk you equipped when defeating 250 enemies on hard path.
