@cryhavoc25 The rewards structure seems to be as designed. As you moved up in boxes starting at tier 6 normal through to tier 7 hard mode rewards, you receive progressively less gear, but more Razor Crest shards, relic materials including signal data and mod slicing materials. Maybe the team will be able to expand on this.

@ChristophIV is correct and the rewards structure was designed that way.

The is the first Conquest, so this reward structure may be subject to change at some future point, or it may continue in the same way.
