The rewards you can see are correct.

Only Paploo is an Accelerated Character, thus awarding double shards.

Rebel Officer Leia Organa, Han Solo, IPD and Wampa are Original Rate characters, so they award shards at the old rate. However, they convert for double the amount of shard shop currency vs Accelerated characters (30 SSC vs 15 SSC).

In Galactic Bounties 2 all the possible rewards are Accelerated Characters.
