The way I understand it, the raid tracking is not truly on a "per week" basis. They tell us that the Sith Raid can only be done twice per week, but some weeks a normal guild can do it on Sunday, Wednesday, and Saturday, and it wouldn't be fair to invalidate an entire raid just because of the timing of tickets.
So more likely, the timing is closer to no more than 4 every 14 days (since mathematically speaking, I don't think a guild can earn enough tickets to do 5 in a 2 week period).
So the game actually tracks each player's number of raids over a period of time, and it looks like you have reached the maximum number of "sith raids per the last X days" over the past couple of weeks. So this one you will miss. The next one that launches, you will be eligible for, because this one won't count against you, and at that point you'll have gone so long between raids, it effectively resets your timer to zero.
