Happens to everyone in my guild all the time. Especially after the banner is updated but not exclusively.
The only solution we have found is starting a battle (gw, raid, arena doesn't matter ) and open the chat from the fight. After that just starts working again.
The chat window could also really use a refresh button. Often jt only updates when you post something
