@Bryce_Showgunn The speed of your pilots doesn't matter. With regards to mods, it’s only the level (1-15) and the rarity (MK I – MK VI) affect stats, tier (A-E) does not. I've looked at your mods and you have at least VI-E mods on Admiral Raddus. He wouldn't be any faster or slower regardless of the primary and secondary stats on the individual mods.

With optimal mods on R7 Dash, my Outrider has 204 speed, and Profundity has 194. What allows Profundity to go first against Executor (rather than Outrider) is the final tier of Profudity's "I Say We Fight", which grants it bonus speed for the first turn and that you are missing on this account.
