Thank you for your report. This is not a bug and is working as intended.

If you slow down the video to 0.25 speed you will see at 1:13 that GK used his special ability "Lead the Charge". During this attack, GK called Ahsoka, Anakin, and CAT to assist. Anakin and Ahsoka reduced the health of the RG to less than 35% during this attack, while CAT completed the attack and used 20 stacks of courage at the end.
Because the health of the RG was below 35% before CAT finished her attack, LV's leader ability "My New Empire" had no effect on RG anymore.

Similar scenarios apply to Stormtrooper, Maul, and Admiral Piett. They all were below 35% health at the moment the courage stacks were used.
