Yeah, the verbiage can get confusing. Attacks are handled separately from status effects/turn meter removal. Raid Han's text on his basic says "This attack can't be evaded", which refers specifically to the physical damage. Turn Meter removal is treated by the game as a status effect, so Potency / Tenacity are taken into account. You'll notice the same behavior with other toons' attacks, such as Rex's basic, QGJ's basic, Jyn's special, etc.
I'd at least get a potency cross on him for an extra 24%, maybe a potency set as well. Hope that helps!
