Unable to get a screenshot of this effect. But myself and my Guild are reporting this.

HI @dylanstevens0010 and thank you for the report.
The Overlook territory (phase 2 of the Hoth TB) only provides you with passive bonuses and no additional abilities when platoons are filled. If you select a combat mission in a territory it will list all available bonuses affecting this territory.
