@mcrudd, glad you successfully reinstalled!! But next time you want to reset a neighborhood back to it's original form , you DON"T have to uninstall the game or any EP's!
I know there's more than 1 way to do it, and the "virgin" neighborhoods are stored somewhere in the game files I think.
What I would do is just save (copy and paste)
Computer / C / program files x86 / Maxis/ Sims/ Userdata
to a desktop folder or better yet a CD-R or flashdrive.
(Userdata 2 , 3 , 4 etc is all your neighborhoods, the first one, plain userdata is the first main neighborhood)
Simply remove the old and replace with the new to reset.
Edit: assuming you have windows 7 64 bit? The path may possibly vary a little in different operating systems.
