I think this bug was also in the original Sims 1 as I remember it happening there.
Yes this is a bug that has made it into legacy collection. The sound even plays when nothing happens and when the Picture in Picture feature is on it doesn’t show up. The “robber music sound” plays and nothing happens. I hope they fix this cause it’s bugged me for over 20 years
