Question about third-party Custom Content managers for The Sims 1

I wanted to ask if there are any known restrictions or guidelines regarding third-party tools that manage or distribute Custom Content for The Sims.
I'm currently researching the development of a third-party tool for managing CC in The Sims 1 as part of a capstone project. The idea is to build a mod manager capable of organizing, downloading, and installing custom content, with a possible integration to an external website where creators could upload their mods and players could download them through the application.
A very early prototype of the tool already exists in a limited form (called TS1-ModLoader) which focuses mainly on detecting file conflicts. The goal of the project would be to expand this concept to include mod hosting and automated installation.
The tool would not distribute any original game files, only user-created content.
If there are any policies, documentation, or guidelines related to this (or if there is a better place to ask about it), I would really appreciate being pointed in the right direction.
