The burglar appearing and then immediately disappearing is an old bug from Unleashed that never got patched. It's caused by several invisible background controller items that are are flagged incorrectly so the thief "steals" them and then immediately de-spawns.
I saved a fix for it here (Disappearing Thief Fix folder), among several other fixes for unpatched bugs in the complete collection. If you put the replacement NPCController.iff file in the GameData\Objects folder it will fix the issue.

Ohh thanks a lot, I love that the thief appears but sometimes the music plays and he doesn't appear, as indicated here.

The problem of hearing the sound and not seeing the thief has been happening since I started using memory back in 2000 in the original game jajajaja.
