Microstuttering in the Sims 1

I've been playing Sims 1 from the EA app since the day it dropped just fine. But sometime in one of last month's updates it has started to stutter every few seconds during gameplay. I've gotten the latest update but it's still not fixed. I also own the game on Steam and that version has the same problem. It's only stuttering on my laptop though and runs perfectly fine on my Steam Deck.

My laptop meets the minimum specs. Windows 10 with a Nvidia GTX 1650 GPU. I asked about this in the official discord and was asked to report the problem here. Hopefully I can give you guys any info needed to track down the problem. Thanks in advance.
