Paste this on the File explorer window path
%USERPROFILE%\Saved Games\Electronic Arts\
It'll lead you directly where the save data is located. Delete that The Sims 25 folder and reinstall the game.

I followed that link and deleted The Sims 25 folder and it completely broken the neighbourhood. No houses/families on the game and when clicking anywhere, my game would just crash

Did you reinstall the game afterwards? Manually restoring the userdata structure as suggested by @puzzleaddict would work but it appears you also deleted the Userdata folders inside the install path, not just at the save location. In this case reinstalling is mandatory.
