The registry keys originally used by the game are no longer there, so the program probably doesn't know where TS1 Legacy is installed.
You may be able to restore functionality by recreating some of the registry entries where they were originally located [HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Maxis\The Sims] especially "SIMS_DATA" "InstallPath".
You'll have to ask other simmers who are familiar with the program, since I don't know what is the specific key SimEnhancer is looking for to dermine your data location.
