Are you referring to this fix?
- Sometimes a Sim (or multiple Sims) would disappear after the player moves to another lot or neighborhood, or after leaving and rejoining the game despite saving
If so, that fix was not retroactive and will require a new save. If this is happening on a new save post today's patch please let me know and also provide a DXDiag so we can reopen the investigation.

I’m about to try to make sims and see if the disappearing still happens I will let you know as well

Wow, that is completely unacceptable. You can't expect people to just start over. Also, the only way to reset Maxis hoods is to delete/rename/etc. the user documents folder. What a massive pain that no one will expect to have to do. It's SICK to expect players to jump through all these hoops.
Also extremely importantly, because we don't know what ELSE might go wrong, this is a massive deterrent to playing at all, new save or not. All that's safe is some throwaway test. UNACCEPTABLE.
Rereading your post, I see that you expect EVERYONE to start a new "save" (not how it works in Sims 2!) after this patch, and possibly the next patch(es). Are you kidding me??? You didn't even promise that the next patch or so won't require this. It's not even safe to start a new "save" (it's Neighborhood, by the way, Mister Sims 4). It's not safe to play!! Why not just admit we should all refund our money until the Legacy Collection is fully patched? I've been thinking about getting a refund all day. I hate this.
